LTFRB chair steps down, becomes OIC press secretary

Cheloy Garafil stepped down as Land Transportation Franchising and Regulatory Board (LTFRB) chair to join the Office of the Press Secretary as undersecretary and OIC.

She replaces Rose Beatrix Angeles, who resigned recently as press secretary, citing health reasons. Angeles’ resignation also came after her appointment as press secretary was bypassed by the Commission on Appointments.

Garafil, a former journalist who worked for various media organizations, took her oath as head of the LTFRB on June 30.

Prior to LTFRB, Garafil was director II of the Lower House Committee on Rules. She also served as a prosecutor of the Department of Justice from 2004 to 2010, and as a state solicitor II in 2010 in the Office of the Solicitor General.

She worked as a media director and public relations officer of former President and now House Speaker Gloria Macapagal Arroyo.

Garafil is also a reserve officer of the Philippine Air Force with the rank of lieutenant-colonel.

She earned her Master’s degree in National Security Administration from the National Defense College of the Philippines in 2021.
