Bidding for clustered Misamis ports fails anew

The bidding for the clustered Misamis Oriental ports of Balingoan and Jasaan has failed anew.

In a resolution approved and adopted on May 8, the Philippine Ports Authority (PPA) Bids and Awards Committee (BAC) declared a failure of bidding after the lone bid of Balbagon Arrastre Stevedoring and Porterage Services, Inc. (BASPSI) was rated failed with the eligibility and technical bids. It was found that the security officer committed for Balingoan port had no relevant experience data.

BASPSI was one of the two companies that secured bidding documents for the project, but the other company, Bacolod Real Estate Development Corp., did not submit a bid by the May 8 deadline.

This is the second time that the bidding for the port cluster was declared failed, after the initial bidding in December 2023 received no bids.

Under PPA Administrative Order (AO) No. 12-2018, which provides the guidelines for selecting and awarding contracts under PPA’s Port Terminal Management Regulatory Framework (PTMRF), the BAC should declare the bidding a failure and conduct a rebidding when no eligibility and/or bid proposals were received, or if all bids failed to comply with bid requirements.

The resolution recommended the conduct of a mandatory review and evaluation of the terms and conditions of the bid documents and conduct of a rebidding.

The bidding for the 15-year contract for Balingoan and Jasaan ports covers cargo-handling, roll-on/roll- off, passenger, and other port-related services.

The Balingoan and Jasaan port cluster is one of the clusters that PPA has so far bid under its PTMRF.

The others are the cluster of Jagna, Tapal, Ubay, Talibon, and Getafe in Bohol, which has already been awarded to the winning bidder, and the cluster of Balbagon, Benoni, and Guinsiliban, in Camiguin.

BASPSI last January secured the 15-year contract for the clustered ports of Balbagon, Benoni, and Guinsiliban in Camiguin.

Under PPA AO 03-2023, the clustering of port terminal management at several ports maybe included to ensure commercial viability of the contractor. The clustering of ports for bidding will be within the same port management office and shall take into consideration the complementary ports/terminal sub-ports, as well as volume of vessels, cargoes, and passengers.

The port cluster falls under Tier 3 of the PTMRF, which means the contactor handles above-ground fixtures and mobile-handling equipment for a 15-year concession period.

Balingoan port is located in Barangay Bauk-bauk, the commercial center of Balingoan, and serves as an entry and exit point for the conveyance of travelers and cargoes to and from Camiguin Island.

Jasaan port, meanwhile, serves as an alternate for the Port of Cagayan de Oro and caters to tramping vessels servicing industries in the eastern part of Misamis Oriental and Agusan areas. – Roumina Pablo
