The Philippine Ports Authority (PPA) has created a special takeover unit to manage, operate, and maintain cargo-handling services at the ports of Babak and Tagpopongan in Samal, Davao del Norte.

Created under PPA Memorandum Order (MO) No. 06-2022, the Babak Port Services (BPS) has the powers, functions, and duties to ensure continuous and uninterrupted delivery of cargo-handling services at the two ports.

PPA said the takeover unit was created due to the absence of private operators in the two terminals.

BPS will be under the manager of the Port Management Office-Davao who will be complemented by PPA officials and employees.

MO 06-2022 will be enforced unless otherwise revoked or shortened as circumstances may warrant.

The management and operations of the ports will be turned over to whoever wins a public bidding for a new private cargo-handling service provider to be conducted under PPA’s Port Terminal Management Regulatory Framework.

Babak port is the main gateway to the Island Garden City of Samal. In 2021, PPA completed the port’s upgrade, which involved the construction and completion of the port operations building that also serves as the port terminal building.

Tagpopongan Port in the southern part of the island was built for transshipment of goods and motor vehicles by roll-on/roll-off ships.
