PMTLAI eyes streamlined registration requirements for air, sea forwarders

The Philippine Multimodal Transport and Logistics Association Inc. (PMTLAI) has initiated talks with the government to streamline registration requirements for air and sea freight forwarders.

With the help of the Department of Trade and Industry (DTI), PMTLAI recently held initial discussions with the Civil Aeronautics Board (CAB) and Fair Trade Enforcement Bureau (FTEB), the two government agencies that require registration from freight forwarders.

Air freight forwarders currently must register with the CAB and sea freight forwarders with DTI’s FTEB.

The target is for CAB and FTEB to ask the same registration requirements from air and sea forwarders, PMTLAI president Fernando Juan Perez told PortCalls at the sidelines of the association’s oathtaking ceremony on August 19.

CAB and FTEB have different requirements even when they are both registering the same business, he noted.

Perez said CAB executive director Carmelo Arcilla had already agreed to the initiative, which Perez hoped could be completed within the year.

Streamlining and decentralizing the permit issuance process and reportorial requirements across government agencies that deal with trade facilitation, transport, logistics and supply chain are part of the “Ten Commitments of the Philippines Logistics Services Sector” signed in 2018 by various industry groups, including PMTLAI, during the 1st Logistics Services Philippines Conference and Exhibit in 2018.

Aside from streamlined registration requirements, the new PMTLAI board of directors and officers for 2022-2024 is taking on programs began by the previous board.

In a report during the oathtaking ceremony, Perez noted the transition to the competency-based training and assessment approach for members’ trainings.

PMTLAI’s Training Committee is also preparing for the roll-out of the Technical Education and Skills Development Authority’s (TESDA) national certification program for multimodal transport services.

Perez said PMTLAI will work with different government agencies to create and revise regulations and regulatory requirements and push digitalization.

In addition, the group will continue to join government programs and roadshows that aim to improve logistics services, reduce costs, and enhance the agricultural supply chain.

Established in 2017, PMTLAI was the result of a merger between Philippine International Seafreight Forwarders Association and Aircargo Forwarders of the Philippines Inc. – Roumina Pablo
