IATF recommends general community quarantine for Metro Manila

President Rodrigo Duterte will announce tonight (May 28) final quarantine measures that will be adopted by cities and provinces from June 1 to 15, according to Presidential spokesperson Harry Roque.

The Inter-agency Task Force on the Management of Emerging Infectious Diseases (IATF), under Resolution No. 40 signed on May 27 and released on May 28, recommended placing Metro Manila and other provinces and cities considered moderate-risk on general community quarantine (GCQ) from June 1 to 15.

In an interview today with CNN Philippines, Interior Secretary Eduardo Año said the IATF also recommended that mass transportation – except jeepneys – be allowed to resume, with buses to operate at 50% capacity.

Old jeepneys could become delivery vehicles during the “new normal”, said Año, who is also the IATF vice chair.

Metro Manila is currently under modified enhanced community quarantine (MECQ) until May 31, which still restricts travel and most activities, and allows only certain sectors to operate.

According to IATF Resolution No. 40, Metro Manila is considered high-to-moderate risk and will be placed under GCQ but all identified high-risk barangays will still be subject to the zoning concept to be implemented by the National Task Force (NTF) on COVID-19.

Cebu City, which still considered high-risk, will be under modified ECQ (MECQ) from June 1 to 15, without prejudice to the declaration of localized ECQ in critical areas.

Other provinces, highly-urbanized cities (HUC), and independent component cities (ICC) considered moderate risk and will be placed under GCQ, without prejudice to the declaration of localized ECQ in critical areas include:

Luzon

  • Baguio City
  • Pangasinan
  • Albay
  • Region II: Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino, Santiago City
  • Region III: Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Angeles City, Olongapo City,
  • Region IV-A: Cavite, Laguna, Batangas, Rizal, Quezon, Lucena City

Visayas

  • Iloilo City
  • Region VII: Bohol, Cebu, Negros Oriental, Siquijor, Mandaue City, Lapu-Lapu City

Mindanao

  • Zamboanga City
  • Davao City

Areas considered as low risk and will be placed under MECQ without prejudice to the declaration of localized ECQ in critical areas are:

Luzon

  • Cordillera Administrative Region: Abra, Apayao, Benguet, Ifuggao, Kalinga, Mountain Province
  • Region I: Ilocos Norte, Ilocos Sur, La Union, Dagupan City
  • Region IV-B: Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan, Puerto Princesa City
  • Region V: Camarines Norte, Camarines Sur, Catanduanes, Masbate, Sorsogon, Legazpi City, and Naga City

Visayas

  • Region VI: Aklan, Antique, Capiz, Guimaras, Iloiulo, Negros Occidental, Bacolod City,
  • Region VIII: Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar, Southern Leyte, Ormoc City, Tacloban City

Mindanao

  • Region IX: Zamboanga Del Norte, Zamoanga Del Sur, Zamboanga Sibugay, Isabela City
  • Region X: Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, Cagayan de Oro City
  • Region XI: Davao de Oro, Davao del Norte, Davao del Sur, Davao Occidental, Davao Oriental
  • Region XII: North COtabato, Soth Cotabato, Sarangani, Sultan Kudarat, General Santos City
  • Region XIII: Agusan del Norte, Agusan del ur, DInagat Islands, Surigao del Norte, Surigao del Sur, Butuan City

Provinces, IHCs, and ICCs may appeal their classification to the IATF Screening and Validation Committee with the concurrence of the Regional IATF not later than May 29.

COVID-19 Special Teams will be activated, especially in Quezon City, Manila City, Parañaque City, and Cebu City, for surveillance and action in high-risk barangays.
