The Department of Transportation (DOTr) has earmarked P77.181 million from its 2024 budget for the development of three ports in Iloilo and Eastern Samar.

In separate invitations to bid posted on April 23, DOTr sought bidders for the Tagubanhan and Punta Buri ports in Iloilo, and Quinapondan port in Eastern Samar.

DOTr plans to spend P9.347 million for the construction/development of a backup area at Tagubanhan port, including excavation and concrete works. Tagabunhan is a wooded island in Ajuy, northeastern Iloilo.

The P19.356-million Punta Buri port development project in Ajuy involves improvement of the rock causeway.

Both the Tagabunhan and Punta Buri port projects were considered part of Regional Development Council-Western Visayas’ priority programs and projects for 2023-2028.

DOTr is also seeking bidders for the P48.477-million construction of reinforced concrete pier and expansion of backup area at Quinapondan port. This project follows improvement at the port completed in 2019, which included construction of a backup area, terminal building and storage area.

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised implementing rules and regulations of Republic Act No. 9184 or the Government Procurement Reform Act.

DOTr will hold a pre-bid conference on May 2. Deadline of submission of bids, as well as opening of bids, will be on May 14.

Under the General Appropriations Act of 2024, DOTr was allocated P26.028 billion for its locally-funded projects.

Under the 2025 budget, the agency is hoping to allocate P1.4 billion for 14 roll-on/roll-off ports.

Transport undersecretary for Maritime Elmer Francisco Sarmiento earlier said they plan to complete another 200 seaports worth a total of P12.5 billion until 2028 to boost connectivity of remote islands.
