Gov’t prepares for full rollout of PUV modernization program

The government is ready for full execution of the Public Utility Vehicle Modernization Program (PUVMP) after the December 31, 2023 deadline for consolidation of fragmented operators, according to the Land Transportation Franchising and Regulatory Board (LTFRB).

LTFRB, in a statement, said they anticipate ample PUVs plying their routes despite a good number of transport groups still trying to meet the December 31 deadline for consolidation with the LTFRB and the Office of Transportation Cooperatives.

President Ferdinand Marcos, Jr. has said the December 31 deadline for PUV operators and drivers’ consolidation will not be extended. Approximately 70% of operators have already committed to and consolidated under the PUVMP.

A key component of the program is industry consolidation, seeking to establish larger coordinated fleets by uniting fragmented operators and drivers into a single legal entity.

After the December 31 deadline, all consolidated units will continue to operate on their existing routes and can apply for special permits on non-consolidated routes, following LTFRB Memorandum Circular (MC) No. 2023-052 (guidelines on the implementation of the PUVMP after the December 31 deadline).

LTFRB data indicates that in the National Capital Region, all major routes are operated by consolidated transport groups. Secondary routes without consolidation will be serviced by other modes of public transport. Updated nationwide consolidation efforts data will be presented on December 29.

In compliance with Marcos’ directive, the LTFRB is collaborating with local government units (LGUs), facilitated by the Interior and Local Government secretary, for the next phase of the program – route rationalization. LGUs will assist in ensuring an adequate supply of PUV services in their respective jurisdictions.

Launched in 2017, the PUVMP is a comprehensive modernization of road public vehicles in the Philippines. The program mandates phasing out of old jeepneys, buses, and other PUVs, replacing them with safer, more comfortable, and environmentally-friendly alternatives.

It includes regulatory reform and establishes new franchise issuance guidelines for road-based public transport services, devolving route planning functions to LGUs.
