Former customs and internal revenue commissioner Guillermo L. Parayno Jr. has passed away on August 2. He was 75.

He succumbed from a heart attack.

At the time of his death, he was vice chairman of the Philippine Veterans Bank; chairman and CEO of E-Konek Pilipinas, Inc.; president of Bagong Silang Farms, Inc.; and president of the Parayno Consultancy Services on Logistics and Distribution, Customs, Information Technology, and Taxation.

He was commissioner of the Bureau of Customs from 1992-1998, under the Ramos Administration, and commissioner of the Bureau of Internal Revenue from 2002-2006, under the Arroyo Administration.

Among his many achievements, one that stands out is his efforts to computerize certain processes at the BOC.

A 2003 publication on “The Study on Measurement of the Time Required for the Release of Goods in the Republic of the Philippines” by the UPECon Foundation, noted: “It was during the Ramos presidency that a serious effort to reform and modernize the BOC was undertaken following the Blueprint for Customs Development Towards the Year 2000, under the tenure of Commissioner Guillermo L. Parayno. The effort received the full backing of President Ramos, who gave full support and regularly monitored its implementation. It is said that the accomplishments of the modernization program were in large measure due to the political support of the President and his Cabinet. The uninterrupted tenure of Commissioner Parayno (1992- 98), allowed him to steer and oversee the program.”

A 2006 USAID publication, “Customs Reforms in the Philippines,” also acknowledged the “major customs reform and modernization thrust… implemented from 1992 to 1998 during the Ramos administration…”

Parayno also served as regional director for the Economic Intelligence and Investigation Bureau of the Department of Finance and was assistant chief of staff for plans and programs of the Philippine Coast Guard. He also worked for several development projects with the United Nations Development Program and the Asian Development Bank, and taught at his alma maters, the Philippine Military Academy (PMA), and University of the Philippines (UP).

He also previously served as co-chairman and president of the Lina Group of Companies and a member of the Board of Directors of Toyota Motor Corporation and Metro Retail Stores Group, Inc.

His accomplishments in public service, as well as his expertise in information technology infrastructure, logistics, and supply chain, have gained him recognition from different institutions, including the PMA Alumni Association, the Asian Institute of Management, the Chamber of Customs Brokers of the Philippines and the Professional Regulatory Commission of the Philippines.

He is a graduate of the PMA class of 1970 where he was one among the top students and the first recipient of the Jacobo Zobel Award.

He also holds a Master’s degrees in Psychology from UP and Business Management from the Asian Institute of Management.
