The Department of Trade and Industry (DTI) Bureau of Import Services (BIS) has soft-launched on December 19 an electronic filing system for trade remedy petitions.

The Trade Remedy Electronic Filing System (TREFS) allows stakeholders to submit essential documents at any time, DTI said in a statement.

The web-based application acts as a centralized hub for all trade remedy petition submissions.

The system streamlines the submission process for domestic producers, and offers step-by-step guidance on filing trade remedy petitions and extensions. Instant notification from the system ensures prompt feedback for clients and stakeholders.

TREFS’ architecture is designed to uphold validation protocols enforced by the Import Remedy Measures Division of BIS. This ensures meticulous examination of submissions, verifying compliance with trade remedy laws.

“The soft launching of TREFS is a prime example of the DTI’s innovative approach to easing our ways of doing business in the trade industry,” Trade Secretary Alfredo Pascual said,

“This is our way forward, led by the DTI-BIS, as we address the challenges faced by our domestic producers in navigating the complexities of filing trade remedy petitions,” he added.

According to BIS, TREFS is equipped with security and data protection measures, assuring stakeholders that their sensitive information is confidential. It provides an alternative and faster way to apply and submit petitions for trade remedy measures, ensuring consistency through a centralized filing system. It allows the investigating team to collaborate efficiently with easily accessible and organized shared files online.

“TREFS was envisioned to introduce alternative procedure for filing petitions, responses, and other submissions related to trade remedy measures, by providing a more efficient and accessible avenue for these measures,” BIS director Maria Guiza Lim said.
