The Bureau of Customs (BOC) and Land Transportation Office (LTO) on August 4 signed a memorandum of agreement on electronic data sharing to ensure only vehicles with import clearances and records can be registered for use on the country’s roads.

The agreement links BOC’s cargo clearance process as well as electronic certificate of payment systems and LTO’s land transportation management system.

During the virtual signing, BOC Management Information System and Technology Group deputy commissioner Allan Geronimo said the MOA allows BOC to electronically transmit in real time information on certificates of payment of imported motor vehicles and components to LTO’s system.

He said this ensures that only motor vehicles and components allowed by law to be imported into the Philippines are registered with LTO.

Pursuant to the New Anti-Carnapping Act, BOC should regularly report to LTO all shipments of imported vehicles and components.

The collaboration also intends to minimize human intervention when transmitting duties and payment records for imported vehicles, especially amid the pandemic.

The MOA provides a facility for the automatic validation and updates on the electronic certificate of payment transmitted to the LTO system, and for the corresponding notification to BOC on updates and corrections made. – Roumina Pablo
