Ground-Air Logistics Corp. and U-Freight Phils. Inc are jointly seeking a 75% increase in cargo-handling and storage rates for import and export cargo they handle at the Mactan-Cebu International Airport.
The last time the rates were increased was in December 2012.
The 75% hike will cover the 2024 to 2026 period. The petition was submitted to the Bureau of Customs-Port of Cebu district collector in March.
Another 8% increase from 2027 to 2028 is also being sought as well as another 8% rise from 2029 to 2030.
The petition covers basic storage rates for import cargoes, services charges, ancillary service fees, export cargo-handling, and inbound screening charges.
BOC-Cebu acting district collector Ciriaco Ugay in a notice dated June 27 gave stakeholders 15 days to submit their position papers on the petition.
A public hearing on the petition was already held last June 14.
Position papers may be sent to the BOC-Cebu Office of the District Collector.
From the existing general cargo (import) basic storage rate of P1.68 per kilo per day, the proposed increases are:
- 94 per kilo per day (2024 to 2026)
- 18 per kilo per day (2027 to 2028)
- 43 per kilo per day (2029-2030)
For special cargo, which has an existing minimum charge of P192.97, the proposed minimum charge hikes are:
- 47 per day (2024 to 2026)
- 39 per day (2027 to 2028)
- 46 per day (2029 to 2030)
For service charges, the proposed rate of charges is as follows:
- 14 per kilo per shipment whole weight per airwaybill of less than 100 kilos for 2024-2027 (from existing P0.65 per kilo per shipment)
- 70 per kilo per shipment whole weight per per airwaybill of more than 100 kilos for 2024-2027 (from existing P0.97 per kilo per shipment)
- 23 per kilo per shipment whole weight per airwaybill of less than 100 kilos for 2027-2028
- 83 per kilo per shipment whole weight per airwaybill of more than 100 kilos for 2027-2028
- 33 per kilo per shipment whole weight per airwaybill of less than 100 kilos for 2029-2030
- 98 per kilo per shipment whole weight per airwaybill of more than 100 kilos for 2029-2030
Petitioners are also asking for a fixed deconsolidation fee of P472.24 per house airwaybill (HAWB) for 2024-2027; P510.02 per HAWB for 2027-2028; and P550.82 per HAWB for 2028-2030. The existing deconsolidation fee is P269.85 per HAWB.
From the current zero export cargo handling fee, the proposed charges are:
- 15 per kilo per shipment (for shipment weighing less than 100 kilos per airwaybill) for 2024-2027
- 20 per kilo per shipment (for shipment weighing more than 100 kilos per airwaybill) for 2024-2027
- 16 per kilo per shipment (for shipment weighing less than 100 kilos per airwaybill) for 2028-2029
- 22 per kilo per shipment (for shipment weighing more than 100 kilos per airwaybill) for 2028-2029
- 17 per kilo per shipment (for shipment weighing less than 100 kilos per airwaybill) for 2029-2030
- 23 per kilo per shipment (for shipment weighing more than 100 kilos per airwaybill) for 2029-2030
Inbound screening charges—from the current zero—are proposed at P10 per HAWB (2024-2027); P10.80 per HAWB (2027-2028); and P11.66 per HAWB (2029-2030).
