Vietnam rolls out 2016-2020 customs reform scheme

NHA_TRANG_PORT_VIETNAMVietnam’s Ministry of Finance has disclosed a plan to “reform, develop, and modernize” the customs sector from 2016 to 2020.

The plan, contained in Decision 1614/QD-BTC, aims to convert the customs agency into a “modern and effective” body that provides quality public service, promotes closer domestic and foreign relations, and facilitates customs processes for the country’s trade partners.

It also targets establishing a modern and incorruptible customs sector that is equipped with advanced technology and meets the requirements of international customs integration, said a news report from state-run VGP News.

The plan will center on three key aspects, said the ministry. One area of focus is enhancing security, expediting trade, and facilitating customs processes for enterprises, as well as improving revenue streams. Another priority is to improve customs management by advocating information sharing and stronger cooperation between domestic and foreign ministries, agencies, and organizations.

The third objective is to enhance the competency of customs offices by bolstering e-customs and e-government capabilities through further improvements in the automated customs clearance system and single window system, said the ministry.

Other components of the reform strategy include revising customs regulations and processes so they comply with free trade agreements signed by Vietnam, and aligning them with various domestic laws governing customs, including those on import and export duties and the issuance of legal documents.

The ministry said the reform plan intends to beef up the anti-smuggling campaign through deeper investigations and a stronger action plan to foil smuggling and trade fraud, such as by linking up with international anti-smuggling organizations and foreign customs departments.
