PPA to rebid Misamis Oriental ports

The Philippine Ports Authority (PPA) will rebid the operation contract for the clustered ports of Balingoan and Jasaan in Misamis Oriental.

No bids were received by the December 4 deadline prompting the PPA Bids and Awards Committee to declare a failure of bidding.

Only one firm, PCBSI Port Terminal Management Corp., acquired bidding documents but chose not to submit a bid. According to PPA Administrative Order No. 12-2018, in such cases where no eligibility or bid proposals are received, the Bids and Awards Committee must declare the bidding a failure and proceed with a rebidding.

The 15-year contract in question covers various services, including cargo-handling, roll-on/roll-off, passenger, and other port-related services at Balingoan and Jasaan ports. The minimum concession fee for the 15-year duration is set at P328.662 million, with a minimum fee of P15.231 million for the first year.

The Balingoan and Jasaan port cluster is one of three port clusters that PPA has so far bid out this year under its PTMRF (port terminal management regulatory framework). The other two clusters are in Bohol and Camiguin, with the Bohol cluster already awarded to the winning bidder.

Under PPA AO 03-2023, port terminal management at various ports may be clustered to ensure the commercial viability of the contractor. This clustering considers factors like complementary ports/terminal sub-ports and the volume of vessels, cargoes, and passengers.

The Balingoan and Jasaan port cluster falls under Tier 3 of the PTMRF, where the contractor handles above-ground fixtures and mobile-handling equipment for a 15-year concession period.

Balingoan port, located in Barangay Bauk-bauk, is a vital entry and exit point for the conveyance of travelers and cargoes to and from the Camiguin Island.

Jasaan port, meanwhile, serves as an alternate port for the Port of Cagayan de Oro and caters to tramping vessels servicing industries in the eastern part of Misamis Oriental and Agusan areas.

Under the PTMRF, PPA has also bid out 19 ports, mostly under Tier 3, and one under Tier 2. This year, PPA is additionally bidding out its first Tier 1 (full concession) port, the Iloilo Commercial Port Complex. – Roumina Pablo
