PPA requires anew accreditation of port service providers

The Philippine Ports Authority (PPA) is requiring anew port service providers to secure accreditation.

PPA Memorandum Order No. 14-2022 dated December 20, 2022 but uploaded on the PPA website only recently, revokes PPA Operations Memorandum Order (OMO) No. 01-2022 issued in September 2022, which set the interim guidelines on PPA accreditation and permit to operate (PTO).

OMO 01-2022 essentially suspended the accreditation requirement. PPA earlier said OMO 01-2022 was issued pending review of the policy on accreditation and until new guidelines on the issuance of PTO are approved. The review follows the Department of Transportation’s order for PPA to review its operations to reduce logistics and sea travel costs.

PPA MO 14-2022 said the revocation of OMO 01-2022 is pursuant to PPA Board Resolution No. 3185 and “consistent with the objective of implementing simplified procedures and documentary requirements for port service providers to be able to transact inside the port and at the same time ensure credibility thereof, thus upholding port safety and security.”

Under PPA MO 14-2022, applications for PPA accreditation and PTO will be processed in accordance with PPA AO 06-2019 and AO 09-2020.

AO 06-2019 issued in 2019 sets the guidelines on the accreditation of port service providers while PPA in 2019 issued PPA AO 06-2019, requiring all port service providers to secure a certificate of accreditation from the ports authority before the award of port services contract or PTO is issued.

AO 09-2020, meanwhile, provides revised guidelines on the issuance of PTO for the provision of ancillary service in PPA ports.

The Transport Accreditation, Permit and Access Pass for Ports (TAPPP), pursuant to PPA AO 01-2022, will continue to be implemented. AO 01-2022 was not covered by OMO 01-2022, its implementation thus not suspended.

TAPPP serves as a single certificate of accreditation, PTO, and vehicle access pass for transport service providers.

PPA’s Information and Communication Technology Department was instructed to immediately activate the operation of online systems pursuant to MO 14-2022, which took effect immediately.

Application for accreditation can be made through PPA’s electronic accreditation system under OMO 01-2019. Application for PTO, on the other hand, is still through PPA’s Electronic Permitting Management System. – Roumina Pablo
