PPA issues revised North Port, Dumaguete port tariff rates

The Philippine Ports Authority (PPA) has released the revised cargo-handling tariff schedules at North Port and Dumaguete port.

PPA Memorandum Circular No. 009-2023 contains the revised schedule of cargo-handling tariff at Dumaguete port pursuant to PPA MC 06-2023 and MC 05-2023.

MC 06-2023 raised domestic cargo-handling rates by 10% while MC No. 05-2023 introduced a new tariff on foreign non-containerized cargoes at Dumaguete port.

Both MC 06-2023 and MC 05-2023 take effect on August 17.

MC 10-2023 lays down the revised schedule of cargo-handling tariff at North Port, the domestic terminal in Manila North Harbor, pursuant to PPA MC 04-2023 and MC 08-2023.

MC 04-2023 provides for a 10% upward adjustment in cranage rates while MC 08-2023 approved a 9% increase in tariff for 13 other services at North Port.

The 13 other services include hustling of containers, lift-on/lift-off, administrative fee (shut-out/re-voyage), non-standard lifts, crane standby, extra labor services, equipment rental/hire, restowing of containers (via dock/bay-to-bay), weighing fees (non-mandatory weighing), lifting and closing of hatch covers, lids and supporting beams, handling of gearbox (ship’s gear/shore crane), dangerous cargo area fee (containerized/non-palletized/palletized), and collection of garbage.

MC 04-2023 takes effect on August 17 and MC 08-2023 on August 18.

The approval of increases in cargo-handling tariff at the two ports followed the filing of petitions for upward adjustment by their port operators, Manila North Harbor Port Inc. (MNHPI) for North Port and Prudential Customs Brokerage Services Inc. (PCBSI) for Dumaguete port.

PPA conducted a public hearing on PCBSI’s petitions on January 27 and on February 7 this year on MNHPI’s petitions.

Both petitions for rate increase were in accordance with PPA Administrative Order No. 02-2018, which prescribes uniform formula and procedures for cargo-handling tariff adjustment, as well as PPA AO 11-2019, which specifies omnibus rules of procedures on private service provider-initiated applications for new tariff and /or adjustment of fees and charges.

Under AO 02-2018, which took effect in March 2018, the cargo-handling/terminal operator may apply for a cargo-handling tariff adjustment if the consumer price index (CPI) has risen at least 5% within a three-year period.

MNHPI said the CPI percentage adjustment from 2017 to 2020 was at 10.58%. The last tariff hike for cranage in North Port was 10% in 2018 under PPA MC 19-2018. PPA also approved in 2018 the tariff for 13 other services at North Port under MC 24-2018.

PCBSI’s petition for adjustment, meanwhile, is a post-recovery measure to address the surge in operating costs, including fuel, labor and maintenance due to inflation.

PCBSI said it needed the adjustment to accomplish commitments to PPA in terms of computerization; to amortize its newly purchased Kone Crane 30-ton forklift; to replace aging equipment; and to enhance its relationship with the labor force.

The last time tariff on domestic cargoes was hiked was in June 2013. – Roumina Pablo
