The Bureau of Customs (BOC) recently implemented the National Customs Intelligence System (NCIS), serving as the agency’s data warehouse for intelligence information.

Under Customs Memorandum Order (CMO) No. 19-2023 signed on December 13 by Customs commissioner Bienvenido Rubio, various BOC units are required to submit reports and data to the NCIS, according to a BOC statement.

Developed by BOC’s Management Information Systems and Technology Group on the initiative of the Intelligence Group, the NCIS serves as a secure data warehouse for intelligence information from various units of the customs bureau. Launched in 2022, it provides a database for actionable intelligence information, supporting case build-up, risk profiling, and analysis.

The system’s capabilities empower authorized officials with data-driven insights, enhancing the agency’s operational efficiency and effectiveness. This reinforces its ability to safeguard national borders and facilitate international trade.

The NCIS is under the supervision of the Office of the Commissioner and is managed by the Intelligence Group (IG).

Offices mandated to input and upload relevant data in the NCIS under CMO 19-2023 include the Office of the Commissioner, Office of the Deputy Commissioner for IG, Office of the Deputy Commissioner for Assessment and Operations Group, Office of the deputy district collectors for operations, X-Ray Inspection Project, Risk Management Office, Alert Order Clearing House Desk, Accounts Management Office, Imports & Assessment Service, Customs Operations Center, Customs Intelligence and Investigation Service, Enforcement and Security Service, Legal Service, Human Resource Management Division, Imports Piers and Inspection Division, Assessment Service, Legal Service, Law Division, and other offices that may be identified by the chairperson of the NCIS Committee.
