Metro Manila single-ticketing system for pilot testing from May 2

The Metro Manila (MM) single-ticketing system for driving violations will be pilot-tested starting May 2, according to the Metropolitan Manila Development Authority (MMDA).

This follows the signing of a memorandum of agreement and a data-sharing pact on April 13 among MMDA, the local government units (LGU) of Metro Manila, and Land Transportation Office (LTO) for the interconnectivity of Metro Manila LGUs with LTO’s Land Transportation Management System (LTMS).

LTMS is a one-stop online shop rolled out in 2020 to integrate all LTO services in a single contactless database system and digital platform.

MMDA acting chairman Romando Artes said the pilot testing will be provided by the MMDA, together with seven LGUs–San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan.

“The pilot testing will be done so the next LGUs that will be onboard will roll out their respective systems seamlessly,” Artes said in a statement.

MMDA will supply apprehending officers with hand-held devices to that can enable cashless payments by violators. Artes said this will also help minimize corruption and eradicate illicit negotiations between the offending motorist and the officer.

The Metro Manila Council (MMC) adopted the single ticketing system on February 1 by establishing the Metro Manila Traffic Code (MMTC) of 2023, which provides for a system of interconnectivity among government units involved in the transport and traffic management in the metropolis with harmonized fines and penalties.

MMC is the policy-making body of MMDA and includes the mayors of Metro Manila.

Based on MMDA Resolution No. 23-02, the single ticketing system “will harmonize the existing national and local laws on traffic enforcement to establish effective transport and traffic management in Metro Manila.”

The resolution said the single ticketing system will also help address different procedures of apprehension; payment of fines, redemption of licenses and vehicle license plates, as well as uncoordinated enforcement of traffic laws that results in confusion of the driving public, loss of money and productive hours.

Artes had said earlier the single ticketing system will grant offending motorists convenience in settling fines for their traffic violations as they can do so wherever they are in the metropolis, regardless of the city where they have been caught.

He also said that the single ticketing system will resolve some issues raised in the no-contact apprehension policy petition pending in the Supreme Court, as well as issues on the confiscation of an erring driver’s license.

It was earlier agreed upon that the MMDA will provide the funds for the purchase of the hardware and IT requirements for the seamless and simultaneous rollout of the LGU integration with the LTMS.

The LGUs will likewise enact ordinances that will provide for standardized fines on identified common traffic violations and separate ordinances for traffic-related offenses not stated in the traffic code.
