Marcos orders streamlining of permits for 185 infra flagship projects

President Ferdinand Marcos, Jr. has ordered the streamlining of permits for 185 infrastructure flagship projects (IFPs).

Executive Order No. 59 signed by Executive Secretary Lucas Bersamin on April 30 cites the need to “expand and update the country’s infrastructure to achieve meaningful economic transformation.”

It covers projects approved by the National Economic and Development Authority, according to the Presidential Communications Office (PCO).

The EO, which took effect immediately, said there was a need to further streamline the process for issuance of “required licenses, clearances, permits, certifications or authorizations to expedite the implementation of IFPs.”

This is consistent with Republic Act 9485 or the Anti-Red Tape Act of 2007, the order added.

EO 59 covers all national government agencies, government-owned or -controlled corporations, other government instrumentalities, and local government units involved in issuing licenses, clearances, permits, certifications, or authorizations needed for the approved list of IFPs.

Exceptions to the order are:

  • Environmental Compliance Certificate/Certificate of Non-Coverage issued by the Department of Environment and Natural Resources
  • Building permit/Occupational permit/Certificate of occupancy issued by the city/municipal building official
  • Excavation permit issued by the concerned LGU, National Commission for Culture and the Arts, Metropolitan Development Authority, Department of Public Works and Highways, and/or the Bases Conversion and Development Authority, and
  • Other requirements as mandated by the Constitution and existing laws
