BOC names top importers, taxpayers for 2022

  • The Bureau of Customs Post Clearance Audit Group named its top taxpayers and importers for 2022
  • Based on settlement of deficient duties and taxes, the top importer was Mondelez Philippines, Inc., followed by Japan Tobacco (JT) (Philippines) International, Inc.; and Glaxosmithkline Philippines, Inc.
  • Nestle Philippines Inc. and Wyeth Philippines Inc. were the top taxpayers based on their consistent voluntary disclosures to BOC’s Prior Disclosure Program

The Bureau of Customs (BOC) Post Clearance Audit Group (PCAG) recognized its top taxpayers and importers in 2022 for their compliance to the bureau’s post-clearance audit programs and contribution to the revenue performance of PCAG.

“We recognize and value our stakeholders for their contributions to the revenue generation of our country, enabling the national government to provide better welfare support and implement national development programs dedicated to improving the lives of our citizens,” Customs commissioner Bienvenido Rubio said in a statement.

“In return, we will ensure to heed the feedback of our stakeholders and consider their evaluations to improve Customs services and procedures for efficient trade facilitation.”

Based on their settlement of deficient duties and taxes that significantly contributed to PCAG’s revenue performance, the top importer for 2022 was Mondelez Philippines, Inc., followed by Japan Tobacco (JT) (Philippines) International, Inc.; and Glaxosmithkline Philippines, Inc.

The others on the top 10 list based on duties and taxes are Unilever Philippines, Inc.; Chevron Philippines Inc.; Nestle Philippines Inc.; Novartis Health Care Phils Inc.; Pilipinas Shell Petroleum Corp.: Fast Retailing Philippines Inc.; Toyota Motor Philippines.

PCAG also recognized Nestle Philippines Inc. and Wyeth Philippines Inc. as the top taxpayers based on their consistent voluntary disclosures to BOC’s Prior Disclosure Program (PDP). Joining them on the top five are JT International (Philippines) Inc.; Mondelez Philippines Inc; Henkel Philippines Applied Technologies Inc./Henkel Philippines, Inc.

PDP, formerly called voluntary disclosure program, is based on international best customs practice that allows importers to voluntary pay for discrepancies in duties and taxes of previous shipments before post-clearance audit.

PCAG, formerly known as Post Entry Audit Group, is mandated to perform the post-clearance audit function of BOC.

In 2022, PCAG generated P1.840 billion from its collection of deficient customs duties, taxes, penalties, and interests. The figure was 16% higher than the group’s annual target of P1.584 billion and was 21% up from the P1.522 billion recorded in 2021.
