BOC institutionalizes Customer Care Centers

The Bureau of Customs (BOC) has institutionalized the establishment of its Customer Care Centers (CCC), one-stop-shops that provide centralized document receiving and releasing, information, payment processing, and other customs services, the agency said in a statement.

Under Customs Administrative Order (CAO) No. 04-2022, all BOC collection districts and subports were directed to establish a CCC.

The establishment of CCCs is part of BOC’s goal of implementing a zero-contact policy to fully eradicate corruption. It is also meant to enhance trade facilitation, and to comply with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act.

CAO 04-2022, signed by Finance Secretary Carlos Dominguez III on June 16 and by Customs Commissioner Rey Leonardo Guerrero, institutionalizes transparency in the delivery of services through the establishment of CCCs.

Prior to the issuance of the CAO, BOC in 2020 established its first CCC at the Port of Manila.

As of last year, all 17 BOC collection districts had already established their CCCs while other subports and offices had done the same.

CAO 04-2022 describes a CCC as a service center that provides centralized document receiving and releasing, acts as an information area for inquiries and other general concerns, payment center, pass control, and other customs services.

CCCs also serve as one-stop-shop facilities that should be the focal point of customs-related inquiries for walk-in stakeholders.

The CAO said CCCs should be under the direct supervision of the district collector of the port and should operate from 8am to 5pm, Monday to Friday.
