The Philippine Bureau of Customs (BOC) is rolling out its Automated Export Declaration System (AEDS) in three major ports in preparation for mandatory implementation by month’s end.

The pilot test will be parallel with manual export declaration lodgment and will cover only regular exports, excluding shipments that pass through the Philippine Economic Zone Authority (PEZA).

BOC will implement AEDS with or without a signed supplemental Customs Memorandum Order at the Port of Manila on March 5 to 9, 2012 and at the Manila International Container Port on March 12-16, 2012.

Ninoy Aquino International Airport will pilot test AEDS on March 19-23, 2012.

The AEDS covers all export declaration-single administrative documents lodged electronically by registered exporters to the BOC through BOC-accredited value-added service providers. The documents cover those whether filed at the export divisions of BOC collection districts, including sub-ports, or at the One-Stop Export Documentation Centers.

As opposed to the BOC AEDS, the PEZA AEDS — for mandatory imposition by March 15 — covers only export declarations of economic zone locators.

Under the BOC AEDS, all exporters will be required to register under the Client Profile Registration System.

The Philippine Exporters Confederation (Philexport) advised its members last week to get ready with requirements under the new system, including the Client Customs Number (CCN) and the Bank Reference Number (BRN).

Philexport membership department manager Elsa Dela Paz-Valenzuela said members may use existing bank accounts but request the bank to issue a BRN for transactions with BOC. She noted, however, that “opening a separate account is more ideal for economical and easy reconciliation purposes.”
