Marina changes process for filing emergency requests by PH-listed ships

ID-100322701The Maritime Industry Authority (Marina) has revised the procedure for filing urgent requests, applications, and reports during weekends, non-working days, and after-office hours by Philippine-registered ships plying international waters, saying these changes are in “the interest of the service.”

In Marina Advisory (MA) No. 2016-08 series of 2016, the procedural changes for submitting requests and reports include the dispensation permit in case of death or injury to the crew onboard, the extension of the servicing of the lifeboat or life raft and emergency dry docking, and other similar circumstances.

Also covered is the Letter of Authorization to Recognized Organization (LARO) under these circumstances: an accident during the voyage overseas of the Philippine-registered ships; detention of Philippine-registered ships by other port state control authorities; malfunction of the ship’s equipment including  defective gyro compass, alarm monitoring system, radio equipment, or oil water incinerator;  damage to the life raft or lifeboat and other deficiencies that may occur during the ship’s voyage; and other similar circumstances.

Incident reports about Philippine-registered ships are also covered by the advisory.

Under the MA, filing of requests and reports via e-mail should include these details: the name of the concerned shipping company, name of ship, the reasons for the request, duration, name of recognized organization, itinerary of the ship, and other relevant information.

On requests for dispensation permits, the extension of servicing of the lifeboat or life raft and emergency dry docking, and other similar circumstances, reports and requests may be sent to Marina’s Maritime Safety Service (MSS) director, and Maritime Safety Inspection Division (MSID) chief and engineer II.

For the LARO, applicants may file a formal application with the director of the Overseas Shipping Service (OSS), and Maritime Industry Development Specialist of the Maritime Registry Division chief and supervisor.

Applicants should file their formal application and pay the expedite processing fee the next working day from the electronic filing of the request or report, MA 2016-08 said.

Incident reports, meanwhile, must be filed with the Enforcement Service (ES) director and OSS director.

“These urgent requests, applications or reports shall be initially answered by the concerned Office (OSS, MSS or ES) through e-mail, copy furnished the Office of the Administrator and the Office of the Deputy Administrator for Operations of MARINA,” the advisory said.

Meanwhile, Marina also informed the public of the establishment of the Maritime Attaché Post in London, with former OSS director Arsenio Lingad II as maritime attaché.

“When calling after official working hours in Manila, the concerned owner/operator/representative of the Philippine-registered ships may directly contact the Maritime Attaché in London,” MA 2016-08 stated.
