BOC 2014 collection up 21% but still short of target

ID-10018941Revenue collection of the Bureau of Customs (BOC) reached P369.488 billion in 2014, 21.2% higher than the previous year’s P304.48 billion but 9.6% less than the 2014 target of P408.1 billion.

In a February 3 memo, Customs commissioner John Phillip Sevilla said preliminary reports from the Bureau of Treasury showed that of the total actual collections, P358.002 billion were accounted for by the agency’s cash take, which grew 18.3% from 2013.

Among the 17 BOC district ports, the Manila International Container Port (MICP) contributed the highest with P97.864 billion, followed by Batangas with P79.676 billion, Port of Manila with P60.186 billion, and Limay with P38.019 billion.

In a media briefing last December, Sevilla admitted the BOC will not hit its “unrealistic” 2014 revenue goal as well as the P456.468-billion target for 2015 set by the Development Budget Coordination Committee.

This year’s target, which has a P446.468 billion cash component, represents an 11.9% increase from last year’s goal.

Using the agency’s electronic-to-mobile system and district collection reports, Sevilla said the total BOC cash collection for 2014, however, only amounted to P354.853 billion. This figure was used to compute the 2015 revenue target allocation for all its ports, which reflects an even rate of increase of 25.8% in the ports’ 2015 tax collection targets over their 2014 actual collections.

For this year, the BOC districts with the biggest collection targets are MICP with P123.13 billion; Batangas, P100.246 billion; Port of Manila, P75.724 billion; and Limay, P47.835 billion. – Roumina Pablo
