  • The Bureau of Customs-Port of Cagayan de Oro foiled yet again an attempt to smuggle onions at the Mindanao Container Terminal Port
  • Three containers consigned to Frankie Trading Enterprises were declared as “Yung Butter/Dairy Spreads”

  • The examination yielded red and white onions estimated to be worth P21 million
  • In the last few weeks, the Port of Cagayan de Oro also foiled similar onion smuggling attempts

The Bureau of Customs-Port of Cagayan de Oro on July 22 has foiled yet again an agricultural smuggling attempt at the Mindanao Container Terminal (MCT) in Tagoloan, Misamis Oriental.

Three containers consigned to Frankie Trading Enterprises were declared as “Yung Butter/Dairy Spreads” while four containers consigned to Primex Export and Import Producer were declared as “Spring Roll Patti, BOC said in a statement.

The examination, however, yielded red and white onions estimated to be worth P21 million.

The shipments were slapped Pre-Lodgement Control Orders (PLCOs) by District Collector Atty. Elvira Cruz on July 20, 2022.

Warrants of Seizure and Detention (WSDs) will be issued against the shipments for violation of Section 117 and Section 1400 of RA 10863 or the Customs Modernization and Tariff Act.

Physical examination on the shipments were witnessed by Elizabeth Delas Llagas, deputy collector for Operations; Atty. Roswald Joseph Pague, deputy collector for Administration; Oliver Valiente, chief, Customs Intelligence and Investigation Service; Pangandaman Casan, chief assessment, MCT; Melchor Rabo, Asst. Chief of Assessment, MCT; SA1 Jay Jernalim, Enforcement and Security Service-Port of Cagayan de Oro, together with Manuel Barradas, Bureau of Plant Industry’ Agent Michael Balbastro, Philippine Drug Enforcement Agency; and James Kuan, Chamber of Customs Brokers, Inc.

In the last few weeks alone, the Port of Cagayan de Oro foiled two other smuggling attempts — on July 19 and July 7. In both instances, the consignee was the same: Primex Export and Import Producer. Primex also happens to be the same consignee identified to have misdeclared onions as “Spring Roll Patti” on the latest (July 22) attempted smuggling incident.

On July 19, BOC said it busted four containers of smuggled onions with an estimated worth of P12 million at MICT.

On July 7, five containers of smuggled agricultural products were misdeclared as “Autolysed Yeast in Powder Form” but found to contain red onions, white onions, and carrots.
