The Cavite provincial government has moved to December-January the submission of comparative proposals by interested bidders for the 27.06-kilometer Cavite-Batangas Expressway (CBEX).
In a bid bulletin dated November 2, Renato Abutan, chairman of the Cavite provincial government Public-Private Partnership (PPP) selection committee, told candidate joint-venture partners that the submission of comparative proposals/bids had been moved to December 12-January 24, 2023. Previously, the deadline for submission of proposals was December 12.
The provincial government invited interested local and international companies on October 27 to pre-qualify and submit comparative proposals for the selection of a joint-venture partner that will design, finance, construct, operate and maintain CBEX for a concession period of 35 years.
This comes after the Cavite provincial government awarded on June 30 the original proponent status (OPS) to San Miguel Holdings Corp. (SMHC) for its unsolicited proposal to build and operate CBEX. SMHC is the holding company of conglomerate San Miguel Corporation.

Detailed negotiations followed and the parties reached a successful conclusion on September 1.
In line with the province’s PPP code, the PPP Selection Committee proceeded with the competitive selection process, a mandatory process designed to solicit comparative proposals from other potential proponents as counterbids to SMHC’s unsolicited proposal.
CBEX involves the construction of a 27.06 km toll road from Silang through the towns of Amadeo, Tagaytay, Indang, Mendez, Alfonso in Cavite to Nasugbu in Batangas.
The toll road will have four lanes with two 3.5-meter lanes per direction. Each direction will have an inner and outer shoulder width of 1.0 m and 25 m, respectively. There will be three access/interchange points – in Silang, Cavite; Tagaytay; and Nasugbu/Alfonso.
