San Miguel Corp has signed a joint venture agreement with the Batangas provincial government to build the P44.77-billion Nasugbu-Bauan Expressway (NBEX) that will offer faster connection between eastern and western parts of Batangas province and between Manila to Batangas.

In a statement, SMC said its unit SMC Infrastructure was awarded the 35-year concession to design, build, operate and maintain the four-lane, 61-kilometer toll road.

Target for project completion is 48 months, including the 12-month development of the detailed engineering design.

At the March 22 signing, SMC president and chief executive Ramon Ang said the project “will further unlock the economic potential of Batangas.”

“We have committed to deliver 70% of the project’s profits to the local government once it’s operational, to be used to provide vital services for our kababayans in the province. This will be key to furthering the growth of the province and improving lives and livelihood,” Ang, who was also officially named an adopted son of Batangas, said.

NBEX is a vital infrastructure initiative in Southern Luzon as it will improve travel across towns throughout Batangas, particularly in the first district, Ang said.

Once completed, the NBEX will make Nasugbu, Balayan, Lemery, Bauan, the City of Calaca, and other municipalities more accessible while transporting people and goods will be easier, faster, and more efficient, resulting in lower cost of business and higher economic activity, he added.

The expressway is expected to cut travel time between Nasugbu and Bauan from 1 hour and 30 minutes to just 45 minutes. It will also shorten the usual 5-hour trip between Nasugbu and Manila to 2 hours.

NBEX, which begins at Brgy. Kaylaway, Nasugbu, runs parallel to the Tagaytay-Nasugbu and Palico-Balayan highways. The terminus of NBEX at Kaylaway connects the expressway to another SMC infrastructure project, the Cavite-Batangas Expressway (CBEX), which leads to Tagaytay City and Silang, Cavite.

The project has four sections:

  • Section 1, a 10.78-km stretch from Kaylaway to Banilad in Nasugbu town
  • Section 2, a 13.03-km segment from Banilad to Balayan town
  • Section 3, a 16.3-km segment from Balayan to Lemery
  • Section 4, a 20.79-km stretch from Lemery to Bauan

NBEX is the latest addition to the growing infrastructure portfolio of SMC. Aside from NBEX, the group operates the Tarlac-Pangasinan-La Union Expressway, the Skyway System that connects Balintawak to Makati through an elevated expressway; the South Luzon Expressway, and the Southern Tagalog Arterial Road Tollway.
