The Philippine Ports Authority (PPA) is seeking a consultant to conduct feasibility studies and formulate master plans for 10 ports nationwide.
In a request for tenders, PPA said it will spend P27.11 million of its 2023 corporate budget for consultancy services that must be completed within 10 months from receipt of a notice to proceed.
The consultancy services will cover PPA ports in the following locations:
- Tingloy, Batangas
- Balogo, Pasacao, Camarines Sur
- San Jacinto/Monreal, Ticao Island, Masbate
- Balabac/Mangsee Island, Palawan
- Nabas, Aklan
- Fort San Pedro, Iloilo City, Iloilo
- Estancia, Iloilo
- Babatngon, Leyte
- Benoni, Mahinog, Camiguin
- Masao, Butuan, Agusan del Norte
The contract’s scope of services includes reviewing previous studies and investigations, reviewing and analyzing existing conditions and demand, proposed development and operation, economic evaluation, financial evaluation, initial environmental examination, and terms of reference for detailed engineering.
According to the terms of reference, the consultancy services has been prioritized for urgent implementation under PPA’s 2022 approved plans and programs contained in its medium-term public investment program 2021-2025.
The objective of the feasibility studies and master plans “is to meet the increasing port services required for various regions’ agro-industrial development and tourism enhancement and to determine the long-term direction in the development of the selected ports.”
The consultant will also evaluate the technical soundness, operational and economic feasibility, and financial viability of any of the proposed short-term improvements at and/or expansion of the selected ports. The consultant will also undertake initial environmental examinations and recommend full-blown environmental impact assessments, if and where these are warranted.
Some of the specifics of the feasibility studies and master plans include determining future traffic and analyzing the present technical and operational conditions of the ports, the effect of climate change on the ports, and whether the inclusion of the port in the road roll-on/roll-off transport system and in major ro-ro routes is feasible.
Interested consultants should submit their eligibility documents on or before April 19, the same date when the eligibility submissions will be opened.
From among those who express interest and submit eligibility documents, PPA’s bids and awards committee will shortlist not more than five prospective bidders who will be eligible to submit bids.
Bidding will be conducted through an open competitive process using a non-discretionary “pass/fail” criterion as specified in the implementing rules and regulations of Republic Act No. 9184, or the Government Procurement Reform Act.
