PPA has a new OIC, its second in less than a month

The Philippine Ports Authority (PPA) has a new officer-in-charge once again, the second in less than a month.

Atty. Francisquiel O. Mancile, who was only just appointed to the post of assistant general manager for operations (AGMO) on July 18, is now the new OIC of PPA, replacing Manuel Boholano, who was appointed OIC from July 8 to 31 or until a permanent official has been appointed.

Mancile’s appointment as OIC is pursuant to a Department of Transportation (DOTr) special order dated July 25 and signed by Transport Secretary Jaime Bautista.

In a statement, PPA said Mancile, at his first flag-raising ceremony on August 1, asked PPA personnel to “buckle down” and ignore current “goings-on” regarding the agency’s top management as the public expects uninterrupted and high-level public service.

Mancile is likely referring to uncertainty as to who will lead the agency. President Ferdinand Marcos, Jr. earlier named domestic shipping operator Christopher Pastrana as the new general manager of PPA but he has been confronted by accusations of conflict of interest since his appointment. Pastrana already took his oath of office before Marcos on June 30; he has not physically reported to PPA’s office since. There is no word on whether he will still assume office.

“The President has already spoken. He wants our port facilities and services at par with global standards and best practices and that we must do regardless of whoever sits as PPA general manager,” Mancile said.

“We also have a marching order from the Secretary of Transportation to lower logistics cost, and we have to deliver on that as well. Therefore, we need to work hard to deliver and fulfill that promise, through unparalleled public service,” he added.

Mancile said PPA will continue accomplishing infrastructure projects and higher port traffic “to continue meeting the demands and reduce the fear of missing out in the world market.”

PPA noted that the new management is inheriting an agency that completed 248 port infrastructure projects in the last six years, as well as a financially-stable organization that remitted more than P20 billion in dividends from 2016-2021, the highest total recorded post-EDSA.

Mancile has been with PPA since 1991 and served as the port manager of the Port Management Office (PMO) of Marinduque/ Quezon, and PMO National Capital Region-South.
