Philippine Airlines (PAL) international flights will transfer to Ninoy Aquino International Airport (NAIA) Terminal 1 starting June 16, 2023. All domestic flights will remain at Terminal 2.

The transfer is part of the Manila International Airport Authority’s (MIAA) terminal assignment rationalization program to ease passenger congestion at all terminals.

PAL earlier said these international flights will depart from/arrive at Terminal 1, including those on 23 destinations: Bangkok, Beijing, Brisbane, Busan, Fukuoka, Guangzhou, Tokyo (Haneda), Hong Kong, Jakarta, Jinjiang, Osaka (Kansai), Kuala Lumpur, Macau, Melbourne, Nagoya, Tokyo (Narita), Perth, Port Moresby, Seoul (Incheon), Shanghai, Sydney, Taipei, and Xiamen.

The airline encouraged passengers to arrive at least four hours before their international flight departure and three hours for their domestic flights for enough time to clear immigration and security checks.

PAL allows early check-in for international passengers at Terminal 1 and domestic passengers at Terminal 2.

Travelers to and from the Philippines are required to register through the government’s E-Travel portal (https://etravel.gov.ph) within 72 hours before their scheduled arrival or departure time from Manila.

For arrivals in the Philippines, Filipinos and foreign nationals are required to register on the E-Travel portal. For departures from the Philippines, only Filipino nationals are required to register.

Jeju Air, Ethiopian Airlines, Thai Airways and Gulf Air already transferred to their new home in NAIA Terminal 3 on June 1.

For the third phase of the rationalization program, all AirAsia Philippines and Royal Air Philippines domestic flights will operate out of NAIA Terminal 2 starting July 1.

The program aims to optimize the capacity of the four NAIA terminals, with Terminal 2 becoming a purely domestic terminal consistent with its intended design when it was built in the late 1990s.

The first phase began in December 2022 when PAL flights to and from the United States, Middle East, Canada and Bali were successfully relocated to Terminal 1.

The plan to use Terminal 2 for all domestic flights of PAL, Air Asia Philippines, and Royal Air will be realized on July 1.
