NCR remains under Alert Level 2 until end-Nov

  • The Inter-Agency Task Force for the Management of Emerging Infectious Diseases approved new alert levels for November
  • The National Capital Region retained its Alert Level 2 from Nov 15 to 30
  • Catanduanes was placed under Alert Level 4 from November 17 to 30
  • All other areas in the country which were earlier not placed under an alert level until the end of November will remain under modified general community quarantine for the whole month

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) has approved the new alert levels that will be implemented nationwide, with the National Capital Region keeping its Alert Level 2 from Nov 15 to 30.

Catanduanes was placed under the highest level among all areas at Alert Level 4 effective from November 17 to 30.

Baguio City and Siquijor will remain under Alert Level 3 from November 15 to 30. Also placed under Alert Level 3 from November 17 to November 30 are Batanes, Quirino, Nueva Vizcaya, City of Isabela, and Zamboanga City.

Placed under Alert Level 2 until the end of the month are Ilocos Sur, La Union, Pangasinan, Dagupan and Ilocos Norte, Tacloban, Southern Leyte, Samar (Western Samar), Ormoc City, Eastern Samar, Northern Samar, Leyte, Biliran, South Cotabato, Sarangani, General Santos City, Sultan Kudarat, and Cotabato (North Cotabato).

Aside from the National Capital Region, placed under Alert Level 2 from November 15 to 30 are the following:

• Region III – Nueva Ecija, Bataan, Aurora, Pampanga, Bulacan, Tarlac, Zambales, Olongapo and Angeles City

• Region IV-A – Rizal, Cavite, Laguna, Batangas, Quezon and Lucena City

• Region VI – Bacolod City, Iloilo City, Negros Occidental, Capiz, Antique, Aklan, Iloilo Province and Guimaras

• Region VII – Negros Oriental, Lapu-Lapu City, Cebu City, Mandaue City, Cebu Province and Bohol

• Region X – Cagayan de Oro City, Misamis Occidental, Lanao del Norte, Bukidnon, Camiguin, Misamis Oriental and Iligan City

• Region XI – Davao del Norte, Davao de Oro, Davao Occidental, Davao City, Davao del Sur and Davao Oriental

Also under Alert Level 2 from November 17 to 30 are the City of Santiago, Cagayan, Isabela, Albay, Sorsogon, Naga City, Camarines Sur, Camarines Norte, Masbate, Zamboanga del Norte, Zamboanga Sibugay and Zamboanga del Sur.

All other areas in the country which were earlier not placed under an alert level until the end of November will remain under modified general community quarantine for the whole month of November.

Areas under Alert Level 4 are areas wherein case counts are high and/or increasing, with high total bed utilization and intensive care unit utilization rates.

Areas under Alert Level 3 are areas wherein case counts are high and/or increasing, with increasing total bed utilization and intensive care unit utilization rates. Those under Alert Level 2 are areas wherein case transmission is low and decreasing, healthcare utilization is low, or case counts are low but increasing, or case counts are low and decreasing but total bed utilization and intensive care unit utilization rates are increasing.

For Alert Levels 4 to 2, intrazonal and interzonal travel will be allowed subject to the reasonable regulations of the LGU of destination and should not be stricter than those prescribed under higher alert levels.

Certain establishments and/or activities characterized as high risk for transmission will not be allowed to operate, or be undertaken in areas classified under Alert Levels 4 and 3.

Also under Level 4, certain establishments and/or activities will be allowed to operate, or be undertaken at a maximum of 10% indoor venue capacity for fully vaccinated individuals only and 30% outdoor venue capacity.

For Alert Level 3, there are establishments and/or activities that will be allowed to operate or be undertaken at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity.

For Alert Level 2, the establishments and/or activities that will be allowed to operate or be undertaken will be increased to a maximum of 50% indoor venue capacity for fully vaccinated individuals and those below 18 years of age, even if unvaccinated, and 70% outdoor venue capacity.

President Rodrigo Duterte earlier approved the adoption in four phases of the alert level system nationwide.

The alert level system refers to the new community quarantine classifications for dealing with COVID-19, and covers entire cities, municipalities and/or regions with the aim to manage and minimize the risk of disease transmission through the use of system indicators, triggers, and thresholds determined by the IATF.
