Musical chairs at BOC: key officials reassigned

  • The Department of Finance has reassigned some key officials at the Bureau of Customs
  • Atty Edward James Dy Buco has switched places with Vener Baquiran
  • Dy Buco is now deputy commissioner of the Revenue Collection Monitoring Group (RCMG) while Baquiran is deputy commissioner of the Assessment and Operations Coordinating Group
  • Reassignments were also made in several offices and divisions, including in RCMG, Management Information Systems Technology Group, and Enforcement Group

The Department of Finance has reassigned some key officials of the Bureau of Customs (BOC).

The customs personnel order (CPO) for the reassignment was signed by Customs commissioner Bienvenido Rubio and approved by Finance Secretary Benjamin Diokno on February 23.

The following are the new assignments:

  • Edward James Dy Buco is the new deputy commissioner for Revenue Collection Monitoring Group (RCMG). He was previously deputy commissioner for the Assessment and Operations Coordinating Group (AOCG).
  • Vener Baquiran takes the place of Dy Buco as the new deputy commissioner for AOCG. He was previously deputy commissioner for RCMG.
  • Clarence Dizon is acting director of the Port Operations Service, the unit headed by Rubio before his appointment in February as commissioner. Dizon’s previous assignment was as chief of the RCMG Legal Service-Ruling and Research Division (RRD).
  • Wally Ann Yumul is acting chief of the RRD. He was previously assigned at the Legal Service Appellate Division.
  • Joseph Christopher Torralba has been transferred to the Office of the Deputy Commissioner of AOCG. His previous post was with the Prosecution and Litigation Division.
  • Kriden Balgomera remains officer-in-charge of the Management Information Systems Technology Group (MISTG), but is no longer concurrent acting director of the Planning and Systems Development Service (PSDS) of the MISTG.
  • Jeoffrey Tacio is PSDS director. He previously served as director of the Customs Intelligence and Investigation Service (CIIS) under the Intelligence Group.
  • Verne Enciso, who was field station chief of the CIIS in BOC-Ninoy Aquino International Airport, is now acting director of CIIS.
  • Isabello Tibayan III is acting director of the Enforcement and Security Service (ESS). He was
  • previously chief of the Customs Police Division under the ESS.
  • Gilbert Ordoña is acting chief of the Radio Communication Divisions of the ESS. Ordoña was formerly ESS acting director.
  • Special police area supervision Jerry Arizabal (from the ESS) is acting chief of the Customs Police Division.
