More logistics staff exempt from ECQ travel restrictions

The latest list of Authorized Persons Outside Residence (APOR) during the enhanced community quarantine (ECQ) now specifically includes employees of logistics companies.

The APOR list is generated by the Joint Task Force Corona Virus (JTF CV) Shield and provides exemption from travel restrictions during ECQ. JTF CV Shield is the enforcement arm of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) and is composed of the Philippine National Police, Armed Forces of the Philippines, Philippine Coast Guard, and Bureau of Fire Protection.

The April 21 list specifically mentions employees of logistics companies, including truckers, freight forwarders, customs brokerage, shipping line operators, port operators, and container yards.

The previous list (April 17) was more general, citing only employees of logistics and warehouse establishments.

Also new on the list are “delivery services personnel of food, water, medicine, and other basic necessities”.

The latest Authorized Persons Outside Residence list (as of April 21) that cites specific logistics personnel exempt from travel restrictions.

The latest list still includes delivery personnel of cargoes with or without load; employees working at supply and manufacturing establishments engaged in the production and distribution, including raw materials and other inputs, of foods; essential hygiene products, medicine and vitamins, medical products, and pet food.

Also included are employees of export-oriented business and their support service provider crew; ship captain and crew; and aviation-related services such as pilots, crew, and ground-handling personnel.

APOR may present an IATF ID issued by the Department of Trade and Industry, RapidPass ID, or basic ID to pass checkpoints.

JTF CV Shield early this month tapped the PNP-Highway Patrol Group (HPG) to facilitate unhampered movement of cargoes that deliver food and other basic necessities amid the implementation of the ECQ in Luzon, which has been extended until April 30.

HPG has set up dedicated control points (DCPs) on provincial boundaries and other strategic areas where cargo vehicles usually travel.

With the establishment of DCPs, JTF CV Shield commander Police Lt. Gen. Guillermo Eleazar earlier said all vehicles carrying cargoes like trucks, vans, pick-ups, and jeepneys are exempt from being flagged down or checked. – Roumina Pablo
