THE Bureau of Customs (BOC) will start implementing tomorrow (November 23) the informal entry system under its electronic-to-mobile project at the Port of Manila (POM) and the Manila International Container Port (MICP) ( Memo-on-the-implementation-of-Informal-Entry-System-at-POM-and-MICP-on-23-Nov-2010click here for order).

Under the system, all informal entry declarations must be lodged electronically using the Single Administrative Document (SAD) via value-added service providers. A printed copy of the SAD and all other supporting documents must still be submitted to the BOC.

Consignee registration under the BOC Client Profile Registration System (CPRS) is also a prerequisite.

Informal entries cover shipments with customs value of below $500; total gross weight less or equal to 300 kilograms; total number of packages less or equal to 12; and shipment volume of less or equal to one cubic meter.

Duties and taxes for informal entries should now be settled using the Payment Abstract Secure System v. 5 (automatic debit from the importer's nominated bank account). The consignee is also required to acquire a bank reference number after CPRS registration from his bank of choice. Tax exemptions are allowed as payment for duties and taxes.

Recently, the BOC announced it will also implement the transit/transshipment system as part of the e2m program starting December 1 at the POM, MICP and the Port of Batangas.
