DOTr, MIAA submit proposal to modernize NAIA

The Department of Transportation (DOTr) and Manila International Airport Authority (MIAA) have submitted to the National Economic and Development Authority (NEDA) Board a joint proposal to modernize Ninoy Aquino International Airport (NAIA).

The solicited public-private partnership project aims to increase capacity of NAIA and ensure safe operations. In addition it seeks to significantly improve passenger experience through shorter waiting and processing times, more comfortable and modern facilities, and better connectivity between terminals, DOTr said in a statement.

To achieve these, DOTr said the government will require a private concessionaire to invest in modern air traffic control equipment, rehabilitate runways and taxiways, and improve existing terminal facilities.

DOTr and MIAA submitted their joint proposal on June 2.

The private concessionaire will have 15 years to operate the airport and recover its investment – a period meant to ensure that there is sufficient capacity to meet growing demand in the Greater Capital Region while new airports elsewhere in the region are still at various stages of development and planning.

“Cebu and Clark have shown that when given the chance, private companies can provide excellent airport services to Filipino travelers and visitors to the Philippines. With this project, it is our goal that travelers to and from Manila, our country’s main international gateway, also benefit from the improvements in efficiency and service that world class airport operators and investors can bring,” Transport Secretary Jaime Bautista said.

DOTr said it is undertaking both the solicited and unsolicited modes for the project to rehabilitate NAIA, with the assistance of their transaction advisor, the Asian Development Bank (ADB). DOTr earlier said ADB was working with the Public Private Partnership Center for the completion of the terms of reference for the bidding of the contract to operate and maintain NAIA.

DOTr earlier said it will also review the P100-billion unsolicited proposal by the Manila International Airport Consortium (MIAC) to operate and maintain NAIA.

Together with MIAA, DOTr earlier said they will review the unsolicited proposal in accordance with the Build-Operate-Transfer (BOT) law.

MIAC believes that with its significant capital investment and the implementation of its proposed operational and technological improvements, NAIA will have the ability to serve up to 62.5 million passengers per annum efficiently by 2028—more than double than its currently constrained design capacity, which stands at only 31 million passengers annually.
