DOTC, BOC among lowest scorers in latest poll of business execs

ID-10040172A good performance rating continues to elude the Department of Transportation and Communications (DOTC) and Bureau of Customs (BOC) as they again received negative net satisfaction ratings from senior business executives surveyed by the Makati Business Club (MBC).

Results of the MBC’s 2nd Semester Executive Outlook Survey (EOS)—which rates the perception of senior business executives on the performance of government agencies for the period July 2014-July 2015—showed that DOTC received a net score of -61.9% to land in 63rd place among 64 government agencies rated.

BOC was in 62nd place with a -55.6% net score. The two agencies have been receiving negative net scores since 2011.

Garnering the lowest net satisfaction is the Office of the Vice President (OVP) in 64th place with a net score of -76.3%.

In contrast, the Bangko Sentral ng Pilipinas (BSP), Philippine Economic Zone Authority, and the Department of Tourism maintained their hold as the top government agencies which received positive net satisfaction scores from senior business executives.

Joining the three in the top five spots are the Department of Foreign Affairs and Philippine Atmospheric, Geophysical, and Astronomical Services Administration, which are tied in fourth place.

Rounding up the top 10 best performing agencies are the Department of Finance, Department of Trade and Industry (DTI), Securities and Exchange Commission, Board of Investments (BOI), and Civil Service Commission.

MBC executive director Peter Perfecto, in a statement, said the BSP has been ranked as the top government agency for the fourth straight time, dating back to 2011, owing to its continuing satisfactory work in maintaining the country’s macroeconomic and financial stability despite external threats from overseas.

Thirty-eight out of the 64 government agencies and offices included in the survey received positive net satisfaction ratings, with 31 agencies improving on their rankings from 2014. The most improved are the Senate, House of Representatives, DTI, BOI, Office of the Ombudsman, and Department of Budget and Management.

Twenty-four agencies, on the other hand, received negative net satisfaction ratings. In the bottom five along with DOTC, BOC and OVP are the Department of Agriculture and Energy Regulatory Commission.

The net performance rankings of 27 government agencies have declined since 2014, according to MBC corporate members. The offices that experienced the largest drops are the Office of the Presidential Adviser on the Peace Process, OVP, and the Department of Health.

Making their debut on the survey are the Governance Commission for GOCCs (29th), National Telecommunications Commission (49th), Metropolitan Waterworks and Sewerage System (58th), and Energy Regulatory Commission (60th).

The 2nd Semester EOS was administered via fax and online survey among MBC members from July 6 to August 7 with 67 corporations and other entities participating, representing 16.6% of MBC’s 404 corporate members.
