Clark airport O&M project attracts 30 companies to pre-bid meet

The operations and maintenance (O&M) project at Clark International Airport (CRK) lured 30 interested firms, of which eight bought bid documents during the pre-bid conference.

The eight firms that procured bid documents for the airport’s O&M during the pre-bid conference on May 21 were Megawide-GMR Consortium, Metro Pacific Investment Corporation, Filinvest Development Corporation, San Miguel Holdings Corporation, Prime Assets Venture, Central Luzon Infrastructure Consultancy Inc. Consortium, GVK Airport Developers Ltd., and Groupe ADP.

Other prospective bidders at the pre-bid conference included Zurich Airport, Sojitz Philippines Corp., Deloitte, VCorp Holdings, Udenna Corporation, Malaysia Airports, GMR, Ayesa Engineering, Clarkfield Aviation Services, Mitsubishi Corporation, Macquarie, JG Summit Holdings Inc., Halder and Associates, PAL Express, Samsung, Aboitiz Infra Capital, PSI Air, Air Asia, Evercon Builders, Miescor Logistics Incorporated, Century Properties, and AviAlliance.

During the pre-bid conference, Bases Conversion and Development Authority (BCDA) assistant vice president for business development Arrey Perez discussed the scope of the O&M concession. This include the management and operations of the existing CRK passenger terminal and, after its completion and successful commissioning, the new terminal building. Also tackled by Perez are the legal and technical qualification criteria for prospective bidders.

“The government intends to partner with a world-class international airport operator for the O&M, which is expected to be awarded by August 30,” Vivencio Dizon, BCDA president and chief executive officer, said during the conference. BCDA is spearheading the project together with the Department of Transportation.

BCDA held one-on-one meetings with prospective bidders from May 21 to May 23. Bid submission is scheduled on July 20, to be followed by a post-qualification on August 7. Awarding of the O&M contract is slated for August 30, 2018.

Procurement of the O&M concessionaire will follow a competitive bid in accordance with the Build-Operate-Transfer law.

Upon awarding, the O&M concessionaire will take over the management and operation of the existing passenger terminal and the planned terminal building, which is the first of the current administration’s hybrid infrastructure projects.

Expected to help decongest the Ninoy Aquino International Airport once opened in the first half of 2022, the new CRK airport terminal will be able to accommodate an additional eight million passengers per annum.

CRK, which is envisioned to be the next major gateway in the country, serves various destinations locally and internationally, with 332 domestic flights and 158 international flights weekly.
