Cebu Port to roll out e-System for processing, payments

Cebu Port Authority (CPA) will roll out next month an e-system for application and processing of computation, assessment, and payment of charges for cargoes at the Port of Cebu.

The CPA e-System will eliminate queuing for assessment and payment of port charges while promoting ease of doing business and reduce face-to-face interaction, CPA port management department officer-in-charge Engr. Rene Bacon told PortCalls in a message.

The target implementation date is 2nd week September, but CPA will see if it can start accepting live transactions by September 1, he said.

Implementing CPA e-System is part of the port authority’s digital transformation compelled by the COVID-19 pandemic.

Bacon said e-System will fully replace the current manual process, including pre-assessment and final assessment of port charges, and auto-generation of fully accomplished and downloadable Foreign Cargo Withdrawal Permit.

Clients may pay electronically via Land Bank of the Philippines’ Link.BizPortal.

Final system commissioning and testing plus client training will take over a week.

CPA will start using the system on import cargoes. Tutorial videos on how to create the import pre-assessment and how to pay via the Link.Biz.Portal are now available at CPA’s website and YouTube channel.

Last year, CPA issued Administrative Order No. 01, series of 2021 (AO 01-2021), which provides the policy and guidelines on accreditation and operation of information and communications technology service providers for CPA e-System.
