BARMM’s civil aviation body starts regulatory work

The Civil Aeronautics Board of the Bangsamoro (CABB) officially started exercising its powers and functions to regulate the economic aspect of air transportation in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The move is pursuant to Republic Act No. 11054, otherwise known as the Bangsamoro Organic Law, which states that all offices and premises belonging to BARMM should be turned over to the Bangsamoro government.

Since 2021, the Department of Transportation (DOTr), including its attached agencies, have turned over or transferred their functions and assets to the Bangsamoro Ministry of Transportation and Communications (MOTC) and its attached sectoral offices.

The CABB expressed its gratitude for all the assistance that the Civil Aeronautics Board (CAB), its national counterpart, had extended.

“We hope to maintain the line of our coordination and cooperation, for we know that we will always need your guidance as we exercise our vested functions,” MOTC Minister Paisalin P. Tago said in a statement.

The ceremonial turnover of functions from CAB to CABB is set to be held after Ramadan to celebrate CABB’s renewed commitment to develop the economic aspect of BARMM’s air transportation.

According to CABB officer-in-charge director Muhammad Galo, CABB is preparing to sign a memorandum of agreement with various local government units to harmonize and strengthen the regulation of air commerce in BARMM after the formal turnover.

CABB’s powers and functions include the regulation of activities of air carriers, air freight forwarders, ticket sales agents, and cargo sales agents operating in BARMM; enforcement of laws, rules and regulations for the preservation and safety of life and limb and the enforcement of the rights of air travelers; determine reasonable fares, rates, and other related charges relative to the operation of air transportation services within BARMM.

The powers of CABB also include its exercise of quasi-judicial functions in enforcing public service laws on air transportation and its own rules and regulations, and impose lawful fines and penalties after due process.

BARMM, the only region with its own government, consists of the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi.
