Pre-qualification meet for 5 airport projects set for mid-March

The Philippine Department of Transportation (DOTr) has set the pre-qualification conference for the unbundled development, operation, and maintenance of five provincial airport projects for March 13.

Welcome to attend the pre-bid conference are the pre-qualified bidders of the projects when these were still bundled, as well as prospective bidders and those who have not yet purchased the invitation documents, said Raoul Creencia in General Bid Bulletin No. 02-2017. Creencia is DOTr undersecretary for legal and procurement and Pre-qualification, Bids and Awards Committee chairman.

DOTr last January announced the bidding out of the five regional airport projects after the National Economic and Development Authority Board approved their unbundling November 14, 2016.

These projects, which have a combined cost of P108.18 billion, are the Bacolod-Silay, Davao, Iloilo, Laguindingan, and New Bohol (Panglao) airports.

DOTr also published an indicative timeline for the projects: Deadline for the submission of pre-qualification queries from bidders is in March, while the release of answers to these queries is in April. Submission and opening of qualification documents is scheduled for April 26, and the notification of the results of evaluation of the qualification documents is in May.

Meanwhile, the issuance of instructions to bidders, draft concession agreements and draft minimum performance standards and specifications is also in May. The pre-bid conference is set for June, while submission of bid proposals is scheduled in November.

Evaluation of technical proposals will be in December, while evaluation of financial proposals is set for January 2018.

Issuance of the Notice of Award is also in January 2018, while the submission of post-award requirements of the winning bidder will be in March 2018.

The issuance of a Notice of Complete Compliance with All Post-Award Requirements, as well as the signing date of concession agreements and compliance with other requirements is in March 2018.

Bidding will be conducted under the two-stage/two-envelope system of the Build-Operate-Transfer law. In this process, the bidders are first pre-qualified based on the legal, technical, and financial requirements set by DOTr and attached agency Civil Aviation Authority of the Philippines. Only pre-qualified bidders can proceed to the next stage and submit their technical and financial proposals for evaluation by the pre-qualification, bids and awards committee.

DOTr clarified that pre-qualified bidders of the previously bundled projects are also considered pre-qualified in the unbundled projects, provided there are no changes in their legal, technical, and financial capacity.

Previously pre-qualified bidders include Filinvest-Jatco-Sojitz Consortium (composed of Filinvest Development Corporation, Japan Airport Terminal Co., Ltd, and Sojitz Corporation); GMR Infrastructure and Megawide Consortium (Megawide Construction Corporation, GMR Infrastructure (Singapore) Pte. Limited); Maya Consortium (Aboitiz Equity Ventures, Inc and VINCI Airports SAS); Philippine Airports Consortium (Metro Pacific Investments Corporation and Philippines Airport Management Company); and SMHC-IIAC Airport Consortium (San Miguel Holdings Corporation and Incheon International Airport Corporation).

These PPP projects aim to improve the services of the regional airports by allowing the private sector to handle their operation and maintenance, as well as to enhance airside and landside facilities, in line with the government’s plan to develop international gateways in the countryside.
