PPA allows online application for certain port permits

ID-100207638Port stakeholders can soon apply and process permits for port ancillary service and vehicle or port users’ pass online using the Philippine Ports Authority (PPA) electronic-Permit (e-Permit) system.

Available on the PPA website, e-Permit is a web-based system that facilitates the application, approval, and issuance of permits initially for port ancillary service (PANSER) and vehicle/port users’ pass. It also allows monitoring and tracking of application of permits and passes, and the online viewing and updating of the port user’s profile with PPA.

The system has been rolled out in six port management offices last year (these ports were not identified by PPA). Implementation in all other ports is scheduled this year.

The e-Permit system has several modules depending on the transaction required by the customer. These include the Port User Profile Module (PUPM), Application Module, Approval Module, Alert Notification Module, Payment Module, and Issuance of Permit Module (IPM).

Under the system, port users and customers will have to accomplish the one-time registration process, which can be done by logging in to a separate window called the Port Customer Registration System (PCRS).

Users can then log-in to the e-Permit system to access the Electronic Permit Management System (ePMS).

Users can access the PUPM that allows customer to encode the required information needed for the transaction. This includes the company profile, masterlist of employees who will transact with PPA, as well as the masterlist of vehicles, if there are any, entering the port premises.

The Application Module allows clients to enter data for the kind of permit or pass being applied for. This module has two sub-modules: PANSER and port user/pedestrian/vehicle pass.

Depending on the type of sub-module selected, documentary requirements may be requested by the system to be uploaded, PPA noted.

The Approval Module and Alert Notification Module, meanwhile, allow customers to view the status of their application and also send email notification to the applicant on the status of application.

The Payment Module generates an order of payment (OOP) for all applicants. Upon generating the OOP, applicants may proceed with payment through the Front-end Invoicing and Receipting System (FIRST) at any PPA cashier booth.

The IPM then generates any of the following documents: Permit to Operate or Pedestrian Pass and Vehicle Pass. – Roumina Pablo
