Philippine truckers hold plan for AFRA

The Confederation of Truckers Association of the Philippines (CTAP) is sitting on its plan to introduce to clients an automatic fuel rate adjustment (AFRA) scheme.

CTAP president Ruperto Bayocot told PortCalls that for now association members levy fuel surcharges on a per-client basis since oil prices have yet to impact expenses significantly.

“Diesel prices are very volatile so implementing an AFRA is not the practical thing to do right now,” Bayocot said.

“We can still carry the additional cost related to fuel but once it reaches a very alarming level, we will definitely impose not only an AFRA but another round of freight rate increase.”

Over the weekend, oil firms led by Pilipinas Shell increased anew their pump prices by about P0.70 per liter for gasoline and P0.25 per liter for diesel and kerosene.

Surging fuel prices have prompted Senator Antonio Trillanes IV to file Senate Bill 2959 which seeks to impose a 50% windfall tax on oil companies with profits exceeding 12% to 20% of paid-up capital per year and an 80% tax of profits in excess of 20% of paid-up capital per year.

According to the senator, the bill is being filed not as a revenue generation measure but as an exercise of the state’s police power aimed at providing the public with relief from the endless rounds of oil price increases.

  1. A proposal is submitted to the MMDA for a 3-approach window lane to be exempted from truck ban for trucks bound to east suburban destinations such as Antipolo,Marikina, San Mateo, Teresa, Tanay, Cainta, Pasig, Binangonan, and Taguig.

    It is noted that due to heavy traffic no window lane is allowed for trucks bound to eastern portion of Metro-Manila resulting to truck ban from 5PM to 9PM.

    CTAP anticipate therefore the approval from MMDA, 3 approaches to exempt from truck ban for trucks going to:

    a) Montalban, San Mateo and part of Marikina – take road 10 right n C3, take left to Balintawak, Quirino, to Commonwealth, crossing San Mateo bridge and vice versa.

    b) Antipolo, Marikina, Teresa, Tanay – take south bound SLEX service road left turn from Villamor, right turn to West Service SLEX, turn left to c-5, right turn to Marcos Highway up to Masinag and vice versa

    c) Pasig, Taguig and Cainta. – same as (b) then find an appropriate right turn from C5 to any destination in Pasig, Cainta, and Taguig.

    Presently, MMDA and the Metro Manila Mayors approved in principle the window lane fro trucks bound to North and South, but not on eastern suburbs delivery.

    I am a starting entrepeneur on Hollow blocks and in dire need of trucks to transport my Hollow blocks to Antipolo and Marikina area coming from San fernando Pampanga.
