Arturo Lachica replaced Myrna Chua as Deputy Commissioner for the Internal Administration Group of the Bureau of Customs

A ranking official of the Career Executive Service Board (CESB) has been appointed to head the Internal Administration Group of the Bureau of Customs, replacing outgoing Deputy Commissioner Myrna Chua.

CESB Deputy Executive Director Arturo Lachica was appointed Officer-in-Charge of the BOC Internal Administration Group last July 7, 2014 and formally assumed his new post on Monday. Chua, a career executive at the Department of Budget and Management (DBM), was promoted to Assistant Secretary at DBM.

“With his expertise in human resource management and capacity-building for civil service personnel, I have no doubt that Art will be able to help us achieve our objective of empowering and enabling our employees to become more effective, competent and professional public servants; build up and deploy much-needed resources to our ports and sub-ports nationwide,” said Customs Commissioner John P. Sevilla.

“We also thank Deputy Commissioner Chua for her tireless service and perseverance as we bore the birth pains of the President’s Customs Reform Program. We wish her all the best as she moves up in her civil service career.”

The Internal Administration Group handles the allocation of the agency’s budget; procurement of resources; personnel management and development; planning and performance management.

A lawyer and Certified Public Accountant by profession, Mr. Lachica has been with the CESB since 2006. Prior to that, he spent six years at the Civil Service Commission where he rose from the ranks and became Regional Director for the Autonomous Region in Muslim Mindanao and taught law at the Notre Dame University College of Law in Cotabato City. He holds a BS Commerce, Major in Accounting degree from the Claret College of Isabela in Basilan and his Bachelor of Laws degree from the Notre Dame University in Cotabato City.
