Transport secretary to attend
PCCI meet (March 22, 2004)
THE Philippine Chamber of Commerce and Industry
(PCCI) will hold a general membership meeting
on March 25, 2004 (Thursday) at 11:30 a.m at
Dusit Hotel Nikko, Makati City, with Honorable
Leandro R. Mendoza, Secretary, Department of
Transportation and Communication as guest of
honor and speaker.
Secretary Mendoza will talk about the "Implications
of the International Ship and Port Facility
Security (ISPS) Code in the Philippine Shipping
Industry." He will be presenting the ISPS Code,
which aims to provide a standardized and consistent
international framework for detecting security
threats. Since the ISPS Code is scheduled for
implementation on July 1, 2004, the meeting
is devoted entirely to this issue because the
PCCI recognizes the significant effects this
may have on port operators and users, particularly
the exporters and importers.
Several of the country's major trading partners,
including the United States, are set to implement
these mandatory measures. The ISPS Code applies
to all passenger and cargo ships, and port facilities
serving such ships engaged in international
voyages. Countries that do not comply may experience
lesser ship calls thus affecting our import
and export industry.
Participants will have the opportunity to direct
related queries to the guest speaker during
the open forum where earnest discussions of
related issues will be conducted.

PPSB schedules public consultation
on THC (February 2, 2004)
A public consultation on the cost components
of the terminal handling charge (THC) will be
conducted by the Philippine Shippers' Bureau
(PSB) on February 5, 2004 at 2 pm at the DTI
Conference Room, DTI Bldg., Sen. Gil Puyat Ave.,
Makati City.
PSB Director Atty. Pedro Vicente C. Mendoza
said hearing the views of all affected sectors
will provide a better picture of the issue.
"After all, these charges are borne by
shippersÉ and in the long run ultimately
passed on to consumers and the general public,"
he said.
Shippers and shippers' councils in different
regions want a stop to the imposition of the
THC by liner conferences. They claim the THC
is revenue disguised as a surcharge, and that
it constitutes a double charge since shippers
already pay for cargo handling at the terminal.
The "surcharge", they said, raises
costs for exporters and importers, resulting
in higher costs for manufacturers.

AND CONFERENCE will be held on

the four governments in 1994.
The objective was to hasten, through
regional cooperation, the development
of the economy of Brunei Darussalam

other countries BIMP EAGA is viewed
as a major location in ASEAN of
high value-added agro-industry,

important role to play in accelerating
the pace of economic development
within this growth area.
