Hong Kong Air Cargo Terminals Limited (Hactl)—a major air cargo handler at Hong Kong International Airport—has completed the final phase of the implementation of its latest-generation COSAC-Plus Cargo Management System.

This marks the end of a three-year intensive development and testing program that cost a total of US$31 million, Hactl said in a statement.

“On 9 April 2012, the last 26 of the 91 airline customers handled by Hactl transferred to the new system. The cutover went smoothly, echoing the success of the previous three phases,” the statement said.

The first phase of COSAC-Plus went live on December 26, 2011, and the second phase was implemented on January 25, 2012.

COSAC-Plus embodies hundreds of improvements in the areas of user experience, functions, features and architecture design. It is multilingual and comes with a full web interface, online help and personalization capability. It handles images for the first time, and has comprehensive cargo tracking features. Its modular and open architectural design facilitates e-Freight, ease of customization, development and integration with airlines’ own systems.

Feedback from customers using COSAC-Plus has been positive, the company added. Victor Lai, cargo services manager of Jardine Airport Services Ltd., which handles operations for major carriers, said: “It’s easier to use, and its many new features, such as storing photos, enables us to provide a better service and work more efficiently.”

Cindy Ng, Hactl’s general manager for information services, said the company, which handles three million tonnes of cargo a year for over 90 airlines and 1,000 freight forwarders, will continue to invest in the system to ensure it is fully up-to-date.

“With ever-changing regulations and customer needs, the system must continue to evolve as it has done since Hactl was launched in 1976,” she said.
