Automated Raw Materials Inventory Management System

The first time I read about Automated Raw Materials Inventory Management System (ARMIMS) was in Customs Administrative Order 1-2009 dated 12 March 2009 with subject: Revised Rules And Regulations For The Establishment, Operation, Supervision And Control Of Customs Bonded Warehouses.

 

ARMIMS is defined as “the computerized system to be adopted by the CBW operator as a tool to determine and monitor the stock inventory of imported articles entered through warehousing of a CBW at any one time.” This system is required to be established and utilized with “linkage” to the Bureau of Customs so that BOC can effectively monitor the stock inventory of all customs bonded warehouses.

 

Based on my understanding of the customs compliance requirements of CBW operations, I suggest a list of minimum information details that any ARMIMS system utilized by CBWs must have:

 

– Mandatory CBW reference data

  • CBW name and number
  • Member importer

– ITDI formula of manufacture

– Allowable importables

– Inventory item codes

 

– Import shipment arrival in the port

  • date of import shipment arrival (with vessel/voyage number particulars)
  • vessel registry number
  • bill of lading number
  • importer/consignee and/or notify party
  • specific cargo description

 

– Warehousing entry declaration information details

  • warehousing entry declaration number
  • bill of lading number
  • invoice number
  • HS code
  • quantity and weight
  • dutiable value and landed cost
  • duties & taxes
  • date/time of arrival into the CBW
  • surety bond

 

– Raw material usage

  • Warehousing entry declaration number
  • Category of usage (manufacturing / subcontracting / local sales)

– item description / quantity

 

– Finished products and exportation

  • export declaration entry number
  • name of exporter and importer
  • bill of lading and commercial invoice
  • HS code, quantity and value
  • details of vessel and voyage number

 

– Mandatory reporting to Bureau of Customs

  • inventory entry list report (import shipment arrival in the CBW)
  • inventory withdrawal report
  • finished product report
  • raw material usage report

 

This list is suggested as a starting point only insofar as identifying ARMIMS data requirements and not intended as a final and complete.
